2012 Bylaws Revisions
Dear TSA Member,
As you are aware, we are looking forward to the opening of the 83rd Session of the Texas Legislature in January 2013. As a preemptive action to make our Governmental Affairs Committee more nimble during this important meeting of the legislature, the Committee itself has proposed the following Bylaws changes. The TSA House of Delegates will vote on these Bylaws changes at its second session during the Annual Meeting on Friday, September 7, 2012.

9.208 Committee on Governmental Affairs
9.2081 Composition:
At least thirteen nine members, at least five of whom were members of the committee the previous year, each serving a staggered four year term. The Chair will be appointed by the President. The President-Elect will approve the continuation of the Chair as long as the Chair has served the committee and the TSA according to the bBylaws, in the best interest of the Society. In addition to the Chair, the committee will be composed of the following members: A Vice Chair, to be elected by the cCommittee; at least three members at large recommended by the President, President-Elect or Chair; and one resident member (optional). Serving as ex-officio members: The Chair of the TSA Economics Committee; the TSA President and President-Elect; a representative of the ASA Committee on Governmental Affairs; the TSA Legislative Consultant; the TSA Legal Consultant; and the TSA Director of Governmental Affairs. from each of the subcommittees: four members from the National and State Legislative Affairs Subcommittee; four members from the Economic/Regulatory Issues Subcommittee; three members from the Legal Affairs Subcommittee; and one representative from the TSAPAC. The Vice Chair will be elected by the committee. There will also be a Governmental AffairsExecutive Committee Advisory Board, which will be outlined below.
9.2082 Duties:
To follow, receive, investigate and review, as far as possible, all matters of substance pertaining to governmental affairs that may affect the specialty and practice of anesthesiology, including: pending national and state legislative and administrative actions; all legislative and administrative affairs coming to the attention of the Society, however initiatied; economic, state and federal regulatory agencies; and deliberations of federal, state and local courts,.
To assist with preparations for the Legislative Agenda for the Society’s Annual Meeting,
To plan Texas Anesthesiologists Day at the Capitol,
To determine which TSA members will be invited to attend the ASA Legislative Conference each year, and
To report pertinent conclusions and recommendations for action at each meeting of the House of Delegates., and
As outlined below.
9.2083 Governmental Affairs Executive Committee Advisory Board
9.20831 Composition:
The Governmental Affairs Executive Committee Advisory Board is composed of: the Chair; the Vice Chair; and the Chairs from the other Subcommittees and the Chair of the TSAPAC or another TSAPAC designee. members selected by the President and President-Elect, with advice from the Chair of the Governmental Affairs Committee.
9.20832 Duties:
The Governmental Affairs Executive Committee functions to expedite, execute, and administer the previous actions and directives of the Governmental Affairs Committee. It shall also respond to directives of the Board of Directors at times when it is impossible for the entire Committee to conduct business. The Governmental Affairs Advisory Board functions to provide the Committee on Governmental Affairs with needed expertise in areas such as legislative, economic and regulatory issues. It also provides a body from which the Committee on Governmental Affairs can draw Committee members, as needed.
9.2084 National and State Legislative Affairs Subcommittee
9.20841 Composition:
The National and State Legislative Affairs Subcommittee will consist of at least five members, two of whom were members of the subcommittee the previous year. These members are appointed by the President. The Chair of this Subcommittee also serves as the Chair of the entire Committee on Governmental Affairs.
9.20842 Duties:
To elect, in a manner of their choice, four members to the Governmental Affairs Committee.
To receive, investigate and review, as far as possible, all matters of substance pertaining to pending national and state legislative and administrative actions that may affect the specialty of anesthesiology.
To review and re-evaluate all legislative and administrative affairs coming to the attention of the Society, however initiated.
9.2085 Economic/Regulatory Affairs Subcommittee
9.20851 Composition: The Economic/Regulatory Affairs Subcommittee will consist of four members. The Chair is the Chair of the Economics Committee. The other members are appointed by the President. At least one member shall have served on the Subcommittee the previous year.
9.20852 Duties:
Each of the four members will serve on the Governmental Affairs Committee.
To follow economic, state and federal regulatory agencies as to matters relating to the practice of anesthesiology.
9.2086 Legal Affairs Subcommittee
9.20861 Composition: The Legal Affairs Subcommittee will consist of three members appointed by the President, at least one of whom had served on this Subcommittee the previous year.
The TSA legal counsel will serve as an ex-officio member.
9.20862 Duties:
Each of the three members will serve on the Governmental Affairs Committee.
To follow the deliberations of federal, state and local courts for decisions affecting the practice of anesthesiology.
