SUMMARY OF ACTIONS
HOUSE OF DELEGATES
SEPTEMBER 10-11, 2015

  1. Recognized and applauded special guests from the American Society of Anesthesiologists, new members of the TSA and TSA Past Presidents.
  2. Accepted and approved the Minutes of the TSA House of Delegates Meetings of September 4 & 5, 2014, as written.
  3. Recognized Baylor College of Medicine, UTHSC-Houston, UTHSC-San Antonio, UT Medical Branch-Galveston, Scott & White Memorial Hospital, UT Southwestern Medical Center, and TTHSC-Lubbock for maintaining 100% resident membership.
  4. Recognized Jacob B. Stetler, DO as the 2015 William H. King Advocacy Award recipient.
  5. Accepted all items published on the consent calendar for information only.
  6. Recognized a nd applauded Philip A. Becker, Jr., MD as the 2016 TSA Distinguished Service Award recipient.
  7. Approved that the TSA Practice Management Committee considers inclusion of content relating to the establishment of a Perioperative Surgical home at a future meeting.
  8. Amended Report 307, page 2, line 1 to read Dr. Katherine C. Normand.
  9. Referred recommendation that the TSA develop an annual local meeting to address the needs of the residents and young physicians in the areas of practice management, employment and advocacy to a committee of the President’s choice.
  10. Approved that the 2016 TSA budget include a line item of $20,000 to support the ASA President’s reception in honor of Dr. Jeffrey S. Plagenhoef.
  11. Applauded Dr. David F. Gloyna for his service as President of the TSA.
  12. Welcomed Dr. Jeffrey S. Plagenhoef to Texas with a show of overwhelming applause.
  13. Recognized the efforts of Dr. Girish P. Joshi for consistently producing high quality meetings with a standing ovation and applause.
  14. Approved that a general reserve and a restricted reserve be created by the Finance Advisory Committee and overseen by the Treasurer and Assistant Treasurer to be utilized with approval by the TSA Board of Directors.
  15. Noted that the recipient of the 2015 Cindy Zerwas Best Friend Award will be announced on Saturday, September 12, 2015 in conjunction with the Distinguished Service Award.
  16. Approved proposed revisions to Bylaws Article 7-Meetings; Article 9-Section 9.200-Committee on Meetings; and Article 9-Section 9.207-Committee on Education.
  17. Approved as amended Article 9, Section 9.2092.2 to read: The Cindy Zerwas Memorial Best Friend Award is established to honor non-member individuals who for a variety of personal reasons or circumstances have provided long term and dedicated service to our members and our Texas organization. The award should be presented to individuals who have exemplified themselves by their conduct and loyalty to the TSA. The award will be given following selection by the TSA Awards Committee.
  18. Approved Bylaws Article 9, Section 9.220 establishing the Key Contact Committee as a standing committee.
  19. Referred the recommendation to adopt the proposed Social Media Policy to the Board of Directors for further study and contingency planning for censorship guidelines, anti-trust exposure, determination of target content consumers, financial impact of ongoing consultant fee and unintentionally offensive or inflammatory posts for further action by Board at its meeting on Sunday, September 13, 2015.
  20. Recognized and applauded Dr. Chris Cook for his service to the TSA as Editor and Chair of the TSA Communications Committee.
  21. Approved that the Education Sub-Committee on Research encourage participation in the Annual Cheers for Research Competition by focusing its attention initially to program directors, chairs and faculty members of academic and affiliated departments.
  22. Approved that the Governmental Affairs Committee creates awards recognizing the work of Legislators who are supportive of TSA legislative efforts.
  23. Approved that a financial budgetary adjustment to the Governmental Affairs Committee budget line is needed to account for the larger delegation to the ASA Legislative Conference.
  24. Approved that the Governmental Affairs Committee gather information and work with TSA Leadership to discuss alternative avenues in assisting Anesthesiologist Assistants (AAs) in dealing with hospitals that make it a policy not to hire AAs.
  25. Approved that TSA join different coalitions and 501(c) entities to help further TSA’s message on network adequacy and scope of practice.
  26. Approved recommendation as amended that the TSA Governmental Affairs Committee continue to delineate issues around “The Company Model” by disseminating information on cases that have been adjudicated and continuing to monitor rules and regulations in statue that affect revenue sharing in physician practices.
  27. Approved the establishment of an Alliance Component to assist as Key Contacts on behalf of the TSA.
  28. Approved with comment the recommendation to fund Key Contact recruitment dinners at each of the residency programs to recruit members from their first involvement with the TSA. The Reference Committee encourages the Chair of each academic department to be involved in the Key Contact recruitment dinners at their respective residency programs.
