TSA House of Delegates
September 5-6, 2013

  1. Recognized and applauded special guests from the American Society of Anesthesiologists, new members of the TSA and TSA Past Presidents.
  2. Accepted Minutes of the TSA House of Delegates Meetings of September 6 & 7, 2012, as written.
  3. Recognized Baylor College of Medicine, UTHSCHouston, UTHSC-San Antonio, UT Medical Branch-Galveston, Scott & White Memorial Hospital and Texas Tech-El Paso for maintaining 100% resident membership.
  4. Recognized Catherine L. Scholl, MD for receiving the 2013-2014 ASA Lansdale Fellowship.
  5. Recognized Anna M. Weyand, MD as the 2013 William H. King Advocacy Award recipient.
  6. Recognized and applauded the TSA Office Staff.
  7. Recognized and applauded A. Jacky Ralston, MD for his many years of service as Chair of the TSA Practice Management Committee.
  8. Recognized and applauded Christopher R. Cook, DO for his efforts in bringing the ASA Annual Meeting to San Antonio.
  9. Approved Board actions of September 9, 2012, February 10, 2013, and May 19, 2013.
  10. Approved recommendation that TSA members follow Doctor of Nursing Practice (DNP) program developments closely.
  11. Approved that the TSA Education Committee plan a session on ACGME topics at the 2014 Annual Meeting to update members on changes which may affect both the time and rate of resident graduation.
  12. Approved that Anesthesia Directors of liver transplant programs consider joining the Texas Transplantation Society (TTS) for transplantrelated CME activities and that all transplant anesthesia programs promote the TTS.
  13. Referred to the Practice Management Committee the recommendation that the TSA play a significant role in allaying the anxiety of our residents regarding the job market and potential abuse by large groups.
  14. Referred to a committee of the President’s choice the suggestion that in addition to the current

numerical values a geographical identifier be added to the Director districts.

  1. Approved that TSA continues to sponsor Texas Anesthesiology Residents to the Annual ASA Practice Management Conference.
  2. Applauded Dr. N. Martin Giesecke for his extensive contributions as President to the TSA.
  3. Approved that the Communications Committee devise a plan to better utilize social media to continue to keep the TSA membership well informed; but to proceed with caution with regards to professionalism, privacy and policing the content.
  4. Approved that a balanced budget be filed in the House of Delegates by the Treasurer. Furthermore that any recommendations made throughout the year, which would place the budget in the red, must be presented with a proposed reduction in spending elsewhere. If a proposed reduction is not presented with the recommendation, then it must be noted that the funds will come from the TSA reserve account.
  5. Approved the TSA 2013-2014 Committee appointments.
  6. Approved the 2014 Annual Budget.
  7. Referred to the Bylaws Committee the recommendation that the Bylaws be revised to accurately reflect the TSA Annual & Interim Committee’s composition and function.
  8. Recognized and applauded the late Arthur S. Keats, MD as the 2014 TSA Distinguished Service Award recipient.
  9. Approved renaming Bylaws Sections 9.216 to Committee on Patient Safety and Medical Quality.
  10. Approved addition of Bylaws Sections 9.218 Committee on Office Based Anesthesia and 9.219 Betty P. Stephenson Circle of Friends.
  11. Approved the definition of Anesthesia as: “Anesthesia and the provision of anesthesia services are the Practice of Medicine that involves and necessitates medical diagnosis and treatment of the patient requiring that they be either performed or directly supervised by a physician
